To address domestic water shortages and support economic development, the Government of Jordan—represented by the Ministry of Water and Irrigation and supported by USAID—launched the Aqaba-Amman Water Desalination and Conveyance Project (“AAWDCP”). The project includes a desalination plant at the Gulf of Aqaba and a c. 500 km conveyance system transporting potable water to Amman. It is being delivered as a PPP under a Design, Build, Finance, Operate, Maintain, and Transfer (“DBFOMT”) model. The project is a national priority due to its importance in delivering a long-term, reliable, and sustainable water solution.

The National Carrier Project Company (NCPC) is a special-purpose company established in Jordan by Meridiam and Suez International to develop and implement the Aqaba-Amman Water Desalination & Conveyance Project. This project is one of the largest infrastructure initiatives in Jordan’s history, designed to enhance water security by providing a sustainable and reliable water supply. NCPC is responsible for the construction of a desalination plant on the Gulf of Aqaba, associated pumping stations, a conveyance pipeline from Aqaba to Amman, and a renewable energy site supplying approximately 30% of the project’s energy needs.
